Peppol IDs
Every participant on the Peppol network is addressed by a Peppol ID. This page explains what it is, how to find yours, and which rules it has to satisfy.
What a Peppol ID is
Peppol does not issue identifiers. A Peppol ID is a business number you already have, such as a company register number, a VAT number or a tax identification number, prefixed with a four-digit scheme code that says which register issued it.
The example is a Belgian company addressed by its enterprise number. The same company could also be reachable under its VAT number as 9925:BE0123456789. Each combination is a separate registration, so the ID your customers use must be the one you registered. Where a country has its own scheme, register under that rather than the VAT-number scheme.

The countries Arratech operates in come first. Where a country has several rows, the first row is the usual choice.

Not listed? Any organisation can use a GLN, DUNS number or LEI from the last group. The full list of schemes is served by the Participant Identifier API resource.
Prefer national schemes over 99xx. Scheme codes starting with 99 are Peppol's own VAT-number schemes, introduced as a stopgap before countries had scheme codes of their own. Use one only when the country has no other row in the table. Several have already been removed or deprecated.
Formats and check-digit algorithms are those published in the Peppol code list. National VAT numbers (schemes 99xx) carry no check rule in the code list even where the tax authority defines one.
Validation rules
A Peppol ID is checked in two layers. The general rules below come from the Peppol network and apply to every ID. The rules per scheme, such as check digits and fixed prefixes, come from the register that issued the number and are listed in the Format column of the table above.
General rules
- Scheme code must be an active scheme in the current Peppol code list. Removed codes are rejected; deprecated codes cannot be used for new registrations.
- Characters are letters, digits, hyphen, period, underscore and tilde only. Enter the number without spaces:
0151:51824753556, not0151:51 824 753 556. - Length is between 1 and 130 characters, not counting the scheme code.
- Letter case is not significant.
0195:201234567kand0195:201234567Kare the same participant. - Uniqueness: one ID is published by one service provider at a time. An ID already published elsewhere has to be migrated before it can be registered.
Removed scheme codes: 0037, 0212, 0213, 0215, 9901, 9902, 9904, 9905, 9906, 9907, 9908, 9921, 9954, 9955, 9956, 9958. Deprecated scheme codes: 0193, 9909, 9912, 9916, 9917.
Country specifics
Most countries need only the table row above. These are the cases where the rule has a twist.
Germany: businesses and public authorities use different schemes
Businesses register their VAT number under 9930. Public authorities must use their Leitweg-ID under 0204. The Leitweg-ID is also carried inside invoices to public bodies as the buyer reference, which is a separate field from the Peppol ID. The older Leitweg-ID scheme 9958 has been removed from Peppol and is rejected.
United Arab Emirates: TIN, not TRN
The Peppol ID uses the 10-digit Tax Identification Number, which is the first 10 digits of the 15-digit Tax Registration Number on your FTA certificate. Service providers and the FTA are addressed under scheme 0242, which is not available to end users.
New Zealand: NZBN registered as a GLN
There is no New Zealand specific scheme code. The NZBN is a 13-digit Global Location Number and is registered under 0088.
Slovakia: registration goes through the national SMP
Slovak participants use the tax identification number (DIČ) under 0245. Registrations under this scheme are published in the national central SMP rather than in Arratech's own SMP, and require the taxpayer's verification code issued by the Financial Administration.
Belgium: enterprise number is the default under the mandate
The B2B mandate addresses companies by enterprise number under 0208. A VAT number registration under 9925 is allowed but senders following the mandate will look for 0208 first, so register both or register 0208.
Netherlands: businesses versus government
Businesses use the 8-digit KvK number under 0106. Government bodies use the 20-digit OIN under 0190. The old OIN scheme 9954 has been removed.
France: SIRET, SIREN and the reform's electronic address
French participants are commonly addressed by SIRET (0009) for an establishment or SIREN (0002) for the legal entity. The French e-invoicing reform introduces an electronic address under 0225, which will be assigned through the national directory.
Singapore and Malaysia: national registers, national SMPs
Singapore uses the UEN under 0195, Malaysia the identifier issued under the MDEC framework under 0230. Both countries run a central SMP where the registration is published.
